Cyntel Technologies is currently seeking several Planners (Exercise, Collection Resources and Joint Experimentation) to support a program at Camp Smith, HI & Joint Base Pearl Harbor Hickam, HI


Job Descriptions/Minimum qualifications:

 

Exercise Planner (Pearl Harbor, HI):  TS/SCI Eligibility

Duties and Responsibilities:

  • Track and inform COMPACFLT N37 Director, Fleet and Joint Exercises, on all aspects of exercise program management, including any program deficiencies that may impact the attainment of exercise training goals and objectives.
  • Support the COMPACFLT N37 Fleet and Joint Exercises in the planning, liaison with supporting and supported commands, management, execution, and documentation of all exercises in which COMPACFLT leads as Organization Conducting the Event (OCE) or is involved.
  • Develop or review general exercise/deployment plans and specific exercise programs, exercise objectives, concepts, Mission Essential Task Lists (METLs), Joint Training and Synchronization, Significant Military Exercise/Event Briefs, manning documents, table of organization, force lists, and support TPFDD validation.
  • Provide recommendations on establishing the exercise JELC, assist in managing the JELC through exercise execution, draft exercise documents for review, draft inputs to and review exercise briefs, and battle rhythm events.
  • Provide exercise planning conference and execution support, including administration, set up coordination, logistics, joint manning development, strategic movement, communications support, cost estimation, visit requests, security authorization lists, assessing performance and all issues affecting coordination, planning and executing the JELC.
  • Provide operational management support of the JTIMS, COMPACFLT JMETL training, and exercise lessons learned programs.
  • Design, populate, and maintain the N37 Fleet Exercise SIPRNET web page, related exercise and joint event life cycle (JELC) calendars, information papers, and information briefs when directed by the Government.
  • Provide liaison for COMPACFLT in all matters regarding exercise data with “outside” agencies, to include related intelligence agencies, commercially contracted agencies and military program offices/commands.
  • Assist with the planning, coordination, and execution of assigned joint and fleet exercises through the development of exercise documents, AMHS messages, and associated briefings as well as Master Scenario Events Lists (MSEL) training events and associated injection implementers designed to shape the flow of exercise events and training objectives.
  • Support assigned Fleet Exercise Officers by providing inputs to support exercise-related management of SIF, JETP, Strategic Lift (STRATLIFT), and PHIT programs.  This support shall include reviewing exercise funding and gathering and compiling related data and recommending prioritization of exercise-related funding requirements.
  • Provide administrative management support to the Exercise STRATLIFT Program Coordinator and related JOPES TPFDD transportation coordination functions
  • Performs other duties as assigned.
  • Approximately 30% travel annually, both to Mainland U.S. and Allied and Partner nations, in support of conferences, planning sessions, and exercises.

Minimum Requirements:

  • Experience with JELC, to include JTIMS entries and METL development.
  • Former E-8 or above.
  • Excellent written, verbal, and presentation skills.
  • Demonstrate proficiency in Microsoft applications.
  • Ability to effectively interface with various levels of employees and management.
  • Bachelor’s degree, with minimum of 5 years U.S. Navy experience
  • Must have an active Top-Secret clearance, with TS/SCI eligibility later during employment. Note:  US Citizenship is required to obtain a Top-Secret Clearance.

Collection Resource Planner (Camp Smith, HI) – TS/SCI Eligibility

Duties and Responsibilities:

  • Develop and disseminate targeting products in support of Joint military operations.
  • Prioritize, assess, evaluate, and report information obtained from passive and active collection, network evaluation and analysis, combined with related collateral sources to provide synthesized planning product to customers.
  • Review collateral and TS/SCI reporting to conduct research enhancing reporting from multiple sources to assist in the development of target products.
  • Support the planning and operations staff to identify capabilities and limitations of enemy forces and identify potential enemy vulnerabilities.
  • Assist in the development of lethal and non-lethal operations into the targeting process.
  • Provide input and develop targeting documents and related end products for development of all TTPs, CONOPs, policies and workflows.
  • Develop, recommend, and implement Operational Security (OPSEC) and signature management.

Minimum Requirements:

  • Bachelor’s Degree from an accredited college or university
  • At least 5 years of experience supporting the Department of Defense (DoD), including at least 3 years of experience in military operations
  • At least 3 years of experience working in military plans
  • Knowledge of the Indo-Asia-Pacific region
  • Experience conducting research on a range of topics and functional areas
  • Experience in operational and/or strategic levels of DoD planning and/or execution
  • Knowledge of Joint Fires targeting intelligence processes, principles, and methods
  • Management and synchronization of all source intelligence collection, analytical Intel methods, collection management and highly competent and familiarity with IC management systems, particularly National and Tactical collection management operations
  • Strong and relevant J2T and/or J2C background
  • Excellent oral and written communication skills
  • Proficient in Microsoft Office applications (Word, Excel, PowerPoint)
  • Must have an active Top-Secret security clearance, with SCI eligibility later during employment. Note:  US Citizenship is required to obtain a Top-Secret Clearance
  • Brief senior leadership (Flag/General Officer and Senior Executive Service level) periodically on status of data fusion program in support of the organization

Joint Experimentation Planner (Camp Smith, HI) – TS/SCI Eligibility

Duties and Responsibilities:

  • Support each relevant planning conference for Joint Exercise Lifecycle (JELC) events (e.g. VALIANT SHIELD, NORTHERN EDGE and TALISMAN SABRE, KEEN SWORD, RED FLAG, BALIKATAN, COBRA GOLD, PACIFIC SENTRY and RIMPAC).
  • Support the development of tactics, techniques, and procedures (TTP), and operational concepts for new and emerging technologies and enable the integration of them into joint exercises.
  • Contribute expertise in the application of operational concepts and doctrine to fast-moving experimentation scenarios.
  • Participate in mission briefings and debriefings, trouble-shooting problems related to experiments, and contributing to the orderly flow of the exercise as it pertains to executing the experiments.
  • Provide a Data Collection, Analysis, and Evaluation Plan (DCAEP) for each technology integrated into designated JELC exercises.
  • Perform in-depth reviews and evaluations of all the information supplied by the various experimenting entities.
  • Support data scientists and Operations Research and Systems Analysis (ORSA) personnel before, during, and after experimentation, test, and exercise events to develop data management and analysis plans (DMAPs), measures of effectiveness and measures of performance.
  • Provide security assistance, when needed, to ensure the protection of classified information related to experimentation technologies and capabilities during exercise execution.
