Cyntel Technologies is currently seeking a Lead Inspector located in the Metro DC Area.

Clearance – Active TS/SCI with Q security clearance and CI poly

Duties:

Serve as a Lead Inspector; specific duties and functions include, but are not limited to:
• Serves as a Lead Inspector conducting independent, proactive, and reactive administrative investigations of effectiveness of DOE CI programs and activities; ensures input from
all Inspections Team members are collated into inspection program products for distribution to the Directors and the Secretary of Energy; and represent and defend inspection
products.
• Works with CI program staff, to plan, organize, and schedule inspections; Takes the initiative to anticipate issues, resolves conflict among multiple priorities, and implements
effective solutions to prevent problems that might impact timelines and deliverables.
• Coordinates with Senior CI personnel at the location identified for inspection; organizes and assigns tasks to Inspections Program team members and conducts physical reviews—
inspections—being done at facilities throughout the DOE to ensure compliance with the Secretary, DOE and intelligence directives.
• Serves as the lead member on an inspection; must have the ability to conduct professional interviews; selects, or participates in the selection of, team members to participate in
inspections; provides specific work assignments to inspectors.
• Ensures proper documentation of interview results for assembly into inspections reports, identifying potentially controversial findings, issues, or problems with widespread
impacts; must identify and provide recommendations and corrective actions to address sources of concerns, issues, problems, complaints, or concepts associated with missions and
program functions.
• Develops programs, procedures, and methods to implement, evaluate, and maintain the CI inspection program.
• Individuals must be able to analyze key information and as needed, identify strategies to address complex, controversial, and multi-faceted issues.
• Participates with Inspections Division Director to formulate the annual inspection plan focusing on the Deputy Director CI’s priorities.
• Candidates will be expected to make leadership decisions to include assessments of unusual circumstances or variations in the data supplied by programs or field offices,
including incomplete or conflicting data metrics.

Experience Requirements:

• Individuals must have a minimum of fifteen (15) years of experience in conducting complex CI program activities to include counterintelligence investigations and/or inspections
with a federal agency such as the FBI, CIA, or DOD.
• The individual must have broad management experience commensurate with managing a counterintelligence office or program.
• Candidate must possess experience in conducting all phases of an investigation or inspection; conducting interviews and research; providing definitive interpretations of federal
laws, Executive Orders, regulations, policies and procedures for a CI program or field office; managing multiple and difficult assignments; compiling, reconciling, and
correlating data elements from classified and unclassified data sources; reviewing completed work that involves cross-checking, analyzing, and interpreting relevant information.
• Individuals must have excellent team building, liaison, oral and written communication skills, and proven ability to perform under pressure.
• Experience in the procedures to inspect and report on the state of program efficiency, effectiveness, and readiness.
• Candidates will be expected to have knowledge of the development of programs, procedures, and methods to implement, evaluate, and maintain the CI inspection program.
• Individuals must be able to analyze key information and as needed, identify strategies to address complex, controversial, and multi-faceted issues.
• Prior experience within the DOE complex is preferred.

Education Requirements:

• Individual must be a graduate of an FBI, DOD, or other CI credentialing or certifying training program.
• A bachelor’s degree is preferred but not required; applicants may qualify for this position on the basis of education/training, experience, or a combination of the two.

NOTE: If annotated in the position description, education requirements may be substituted at a rate of one additional year of relevant experience for each year of higher learning. As an example: a bachelor’s degree may be substituted for four additional years of relevant experience. COR pre-approval is required.
